This document is a summary of an interrogation in which Wilhelm Scheidt, a war historian for the German Army, states that Germany's rearmament program became offensive in nature at the time of the von Blomberg and von Fritsch affairs; that Hitler first openly announced his intentions in May 1939; that Hitler always intended to go to war with Russia; that most of what happened was the result of Hitler's plans; that Hitler sought to avoid going to war with England until that eventuality became unavoidable in May 1939.
