This document is a summary of an interrogation of the witness conducted on the noted date. Lahousen recounted a meeting at which the status of Russian prisoners was defined as political, not military, because the war between Russia and Germany was conceived as a "war between two political conceptions." The orders to execute communists, Lahousen believes, were "issued before the war ever started." The document is a typewritten copy of adequate to good quality on browning paper.
