This document is an English translation of the author's German-language original. In this letter, Seyss-Inquart disavows the legitimacy of the proposed plebiscite, insofar (he argues) that anything but an affirmative vote would make the voter susceptible to an allegation of "intentions of high treason"; yet, he also establishes terms on which the proposed plebiscite may be conducted. The translator's original signature appears at the bottom of page 4. This document is a typewritten original of excellent quality on marginally browning paper in good condition.
