This telegram reports the Allied Control Commission's declaration that statements made by the Finnish Supreme Court and the Constitutional Law Committee of the Finnish Diet are "formally and factually wrong." These statements held that Finland's War Responsibility Bill could not be based on Article 13 of the armistice agreement because that article pertained "only to persons transgressing laws and customs of war and not to 'chief war criminals'" (p. l). The Allied Control Commission has rendered these statements null and void based on the incompetence of the above-named bodies to interpret articles of the armistice agreement, and because they have interpreted article 13 "arbitrarily and incorrectly" (p. l).
