This document is a first-person statement by Fehmer explaining the circumstances under which the Gestapo, SS, and SD in Norway were authorized to use coercion and/or torture in their respective interrogations of witnesses and prisoners. Fehmer recounts his part in formulating guidelines by which coercive interrogation tactics would be used and describes some of the actual measures. This document is a typewritten copy of very good quality on thin, slightly browning paper.
