This memo defines the responsibility of the prosecution to provide copies of all trial briefs and document books to the Tribunal and to defense counsel before the prosecution uses these materials for oral presentation in Court. The memo sets out in detail the protocol for producing and distributing copies in a timely fashion, including a priority list based on "the present order of trial" (p.2). Although General Donovan is not listed in the memo's distribution, a scrap of paper with "Maj. Gen. Donovan / R. 129" written on it is taped to the top of the first page. This document is a typewritten copy on browning, very brittle paper.
