61.03 (Jackson memo to Donovan, et al., 24 November 1945) 2
This memo defines five principles concerning the treatment of high-ranking prisoners of war, which Jackson states must be observed. The substance of these principles is largely cautionary, with the purpose of preventing or ending any inappropriately cordial or confidential a relationships between and among prisoners of war and OCC staff. This document is a typewritten carbon copy of good quality on thin, browning paper.
