This memo is Donovan's response to Colonel Storey's proposal for establishing the Board of Review. Although agreeing with some or most of Storey's recommendations (which go unstated here), Donovan makes the following suggestion: "That the Board of Review be established with responsibility and authority - subject to the supervision, direction and approval of Justice Jackson - to have complete charge of the preparation of the case for trial, and in so doing to make such allocation of functions and such changes in organization as it concludes are necessary or desirable." This document is a typewritten carbon copy of good quality on slightly browning, stable paper.
