This memo pertains to trials being held in Budapest and the need for observers fluent in the language. The authors recommend suitable observers and note, "Nurnberg should make appointment" because they themselves have "no authority to send in observers." "To Col. Storey" is handwritten in pencil below the message. The document is a typewritten copy of excellent quality on sturdy, brown paper. The reverse side of the sheet is printed with a color map.
